Real-time location (RTLS): when you really need it, and when you don't

RTLS stands for Real-Time Location System: a system that tells you where a person or a vehicle is right now, not where they last passed.

It is the technology attracting the most promises and the most misguided purchases at the moment. This page does the opposite of the usual pitch: it starts with when you do not need it.

How it differs from access control

A gate records an event: at 07:42 Mario went in. From then until he leaves, the system knows nothing more. If Mario went in and then climbed onto a roof, as far as the gate is concerned he is simply «inside».

An RTLS maintains a state: Mario is in area 3 now. The difference matters in three moments: emergencies, restricted areas, and reconstructing contacts after an incident.

When you do NOT need it

  • If knowing who is present is enough, access control already answers that, costs a fraction and needs no infrastructure.
  • If the site is small or in plain view, a supervisor looking up is faster and more reliable than any system.
  • If the site lasts a few weeks, installing and calibrating gateways will not pay for itself.
  • If you want it to monitor productivity, you have a technical problem and then a legal one. In Italy remote monitoring of workers' activity is governed by Article 4 of the Workers' Statute and requires a union agreement or authorisation. A system installed for safety cannot quietly become a performance-monitoring tool.

On that last point: talk to your employment adviser before installing, and inform the workforce. A system that is legitimate for safety can become unlawful through the way it is used. GDPR also requires an impact assessment when people are systematically tracked.

When it is genuinely worth it

  • Evacuation. At the muster point you do not need to know who came in, you need to know who has not yet come out, and from which area.
  • Restricted areas. ATEX zones, confined spaces, a crane's working radius: the system flags an unauthorised entry as it happens.
  • Lone workers. A man-down alarm carrying a position is a different thing from one that only says «someone is down».
  • Plant and equipment. The payback often sits not with people but with the equipment nobody can find.
  • Post-incident reconstruction. Knowing who was nearby and when, with records that cannot be rewritten.

How it works: BLE and LoRaWAN gateways

The principle is simple. The worker carries a tag — in the badge, in the helmet or on the wrist — that emits a signal at regular intervals. Gateways distributed across the site listen for those signals and report them to the cloud, where the position is estimated.

They do not compete: BLE where you need precision, LoRaWAN where you need coverage. On a large site with a few critical zones, both are used together.

LoRaWAN is the transport, not the positioning method

This is the most common misunderstanding, and the table above on its own risks feeding it. It is true that estimating position from the signal received by the gateways alone gives a coarse result — good enough to say «somewhere in that zone» and little more.

But the LoRaWAN badges and transponders we use do more than announce themselves: they embed a GNSS receiver and can scan the BLE position beacons installed across the area. In that case the position is computed on board the tag — from satellites outdoors, from beacons indoors — and the LoRaWAN network only carries that result to the cloud, over kilometres and with years of battery life.

The practical consequence is that accuracy does not depend on the network you choose, but on the method you fit to the tag. A LoRaWAN badge with GNSS and beacon scanning covers both the outside and the inside of a large site with minimal infrastructure: it is the combination we propose for quarries, networks and linear works.

One last note on expectations, because none of these methods delivers the centimetre accuracy sometimes promised: GNSS does not reach indoors, and beacons give you the area or a few metres, not an exact point. In industrial practice the right question is not «to which metre» but «in which area, and with what delay».

Three questions to ask before buying

  1. What resolution do I actually need? If the goal is evacuation, knowing the area is enough and costs far less than the metre.
  2. With what delay? An update every thirty seconds is fine for a roll call and useless for a hazardous zone.
  3. Who sees this data, and how long is it kept? That is the question that makes the project acceptable to the workforce, and it must be settled before installation, not after.

How we approach it in Safety-ID

Safety-ID grew out of identification — PPE, areas, people — and location is a layer added on top, not a separate product. In practice: BLE tags identify work areas, BLE and LoRaWAN gateways return position continuously, and the same infrastructure serves PPE checks, man-down and notifications.

The advice we give most often is also the least commercial: start with access control and PPE. If after three months you find the «where» is missing, RTLS can be layered on what you already have. The reverse — starting with location without having your devices in order — is the most common way to spend badly.
